The Civil Aviation Authority - Norway carries out two main types of oversight: Certification and surveillance. In addition, international organisations oversee the Civil Aviation Authority - Norway.

Certification

The Civil Aviation Authority - Norway carries out various controls before an operator subject to oversight is approved and a privilege document is issued. The most common certifications are document investigations, testing and inspections. Certification is required for organisations, aircrafts, equipment and individuals who are either employed or are applying for a position in civil aviation. Certification is initiated by applications from actors in civil aviation or by required regular renewals of existing rights.

Surveillance

In general these activities comprise planned inspections of various groups that are subject to oversight. The foundation for the surveillance is national and international air security requirements. Based on this, the Civil Aviation Authority - Norway has defined a strategy for how frequently such inspections shall be made of the various groups that are subject to oversight.

International oversight and audits

National civil aviation authorities, such as the Civil Aviation Authority - Norway, are monitored by international aviation organisations such as ICAO, JAA/EASA, ECAC and Eurocontrol. Audit groups from these organisations carry out certification and surveillance of the Civil Aviation Authority – Norway in approximately the same way as the Civil Aviation Authority - Norway oversees the operators in Norwegian aviation. Inspectors with the Civil Aviation Authority - Norway are also at the disposal of the international oversight teams, and participate annually in a number of such teams which inspect the aviation authorities in other countries.
