Security regulatory framework
The regulatory framework comprises all operators supplying goods and services in relation to civil aviation, including aerodrome operators, air carriers, cargo operators (including mail), catering enterprises and cleaning enterprises.

A regulated agent is an authorised operator that conducts security controls of cargo in compliance with specific requirements laid down by the Civil Aviation Authority - Norway. Consequently, the cargo may be dispatched more efficiently and easier at the airport when shipped through a regulated agent.

The Civil Aviation Authority – Norway (NCAA) conducts criminal record checks of persons requiring access (ID cards) to security restricted areas at Norwegian airports. In general, the basis of the verification should be an exhaustive criminal record certificate. The purpose of conducting criminal record checks is to prevent unlawful interference against civil aviation.
