The CAA has four core tasks:
Certification
The CAA carries out various checks and inspections before an operator subject to oversight is approved and a privilege document is issued. The most common certification activities are related to document investigations, testing and inspections. Certification is required for organisations, aircrafts, equipment and individuals who are either employed or are applying for a position in civil aviation. Certification is initiated by applications from operators in civil aviation or by required regular renewals of existing privileges.
Surveillance
In general these activities comprise planned inspections of various groups that are subject to oversight. The foundation for the surveillance is national and international aviation safety requirements. Based on this, the CAA has defined a strategy for how frequently such inspections shall be made of the various groups that are subject to oversight.
Development of regulatory framework
The development of regulatory framework takes place mainly in international networks in which the CAA plays an active role. The framework stipulates which requirements must be set to achieve the highest possible safety level. In Norway the national regulatory framework is updated continuously through the adaptation of international rules in Norwegian legislation.
Information
An important part of the preventive aviation safety measures is to inform the users. Safety measures are developed continuously and must be mediated in an efficient way. Examples of information measures are announcements, statistics of accidents and incidents, conferences, press releases and other information material. The website www.caa.no is the most important information channel.
